Title: Ensemble processing and the global characterization
of temporal and spatial fluctuations: PRA 39,1376(1989))

Abstract: 
 Remarkable element in the system is spatial and temporal scale with respect
to observation and coase graining. The fluctuation-spectrum theory discusses
how the local average approaches the ensemble average as the scale is
extended. The order-q ensemble processing is constructed so as to extract
the statistical-aspect characteristic of the variable q.
